Brenda's friend, Darcie Harris, wanted to do work for the state. (or was it receive some of the spoils of victory).
The bid is split (four bids under the $2500 limit) despite some
objections from staff. 
A complaint is filed by the office of Central Purchasing 
The matter is sent the the Attorney General who forwards the information over to the auditor and inspector who performs an audit.
Reneau defends saying it was an isolated incident. She fails to comment how this isolated incident involved her friend. ( As we will learn later there are other allegations of bid splitting)
The Attorney General receives the report and forwards to Wes Lane's office
And there she sits.
In addition there was a second complaint filed just a few days before the first Reneau money hit the Wes Lane campaign chest.
It is interesting that one of the donors was B.R. Wynn to the Lane campaign (pay attention, letter dated 4/26/02 Reneau donated to Wes Lane 4/29/02)
A quick check of the County Assessor's office shows it owned by "Gordon
Wynn" current husband of Brenda Reneau Wynn http://www.oklahomacounty.org/assessor/Searches/AN-R.asp?ACCOUNTNO=R182301500
And guess who else.... Ralph Harvey ($1500) and Steven C. Harvey ($5000) You might recall the Harvey connection *construction
Coming..... the Harvey Connection and "Did Wes Lane have a conflict of interest at best, or was his silence bought?)
